SMS for banks, SACCOs and microfinance in Uganda
A SACCO member in Ibanda or a bank customer in Ntinda trusts an SMS that confirms a deposit within seconds. eSMS Africa sends those confirmations, loan instalment reminders and AGM notices over direct routes to MTN and Airtel, so your members hear from you on any phone, smart or basic, without installing an app.
What makes banking & saccos messaging different in Uganda
- Tier 4 institutions, meaning SACCOs, non-deposit-taking microfinance institutions and money lenders, are licensed and supervised by the Uganda Microfinance Regulatory Authority (UMRA) under the Tier 4 Microfinance Institutions and Money Lenders Act, 2016. Banks answer to the Bank of Uganda.
- Many members deposit and repay through MTN MoMo (*165#) or Airtel Money (*185#) rather than at a counter, so a branded SMS is often the only receipt they keep from your SACCO.
- Parish-level SACCOs created under the Parish Development Model, launched in February 2022, have brought first-time savers into the system who need plain, short notices in English or a local language.
- UMRA issued Digital Lending Guidelines in 2024 in response to public complaints about digital lenders, including data privacy. Lenders that send reminders by SMS should read them before designing collection messages.
Messages banking & saccos teams in Uganda send
Deposit and withdrawal confirmations
Fire an SMS from your core banking or SACCO system the moment a deposit posts, quoting the amount, the new balance and a reference, so members can match it to their MoMo or Airtel Money statement.
Loan instalment reminders
Send a reminder three days before each instalment and a second on the due date with the exact amount and how to pay. Polite, factual wording keeps the message transactional rather than a collection threat.
AGM and meeting notices
Announce the annual general meeting, its venue and the agenda deadline to every member in one bulk send, then remind them the evening before with a merge field for each member's number.
Dividend and interest postings
When dividends or savings interest are credited at year end, tell each member their individual amount using merge fields from a CSV export, instead of asking them to visit the office.
Guarantor notifications
Inform a guarantor, with the borrower's consent in your loan agreement, that they have been named on a loan and of their obligations. Do not message unrelated phone contacts.

A practical summary with sources, not legal advice. Check the regulator's current text for edge cases.
- Deposit alerts, balance notices and loan reminders to your own members are service messages. Marketing a new loan product to them is commercial and must offer a free STOP opt-out under regulation 12 of the UCC 2019 regulations.
- Regulation 19 bars commercial messages timed for delivery between 19:00 and 06:00. Schedule product promotions for daytime; transaction confirmations can go out when the transaction happens.
- Member phone numbers and balances are personal data under the Data Protection and Privacy Act, 2019. Register with the PDPO and never share member lists with insurers or lenders without consent.
- Money lenders and SACCOs are licensed by UMRA. Check the 2024 Digital Lending Guidelines and your licence conditions before automating collection messages.

Banking & SACCOs SMS in Uganda: common questions
Can our SACCO software send SMS automatically?
Yes. Most SACCO and core banking systems can call a web hook or REST endpoint after a transaction posts. Point it at the eSMS Africa send endpoint with your API key and the member's number, and each deposit, withdrawal or repayment triggers its own SMS. Test keys let your developer check the integration before any money is spent.
Do members need smartphones to receive alerts?
No. SMS works on every handset on MTN and Airtel, including the basic phones many rural members still use. That is why SACCOs pair mobile money payments with SMS receipts: the member gets written proof of the deposit even with no data bundle.
Can we send the AGM notice in Luganda or Runyankore?
Yes. Luganda, Runyankore and Acholi are written in the Latin alphabet and fit the standard GSM character set, so a message is up to 160 characters per segment, the same as English. Keep the wording short and have a fluent staff member check it before a bulk send.
Is a loan reminder at 8pm allowed?
The UCC 19:00 to 06:00 restriction applies to commercial communications. A factual reminder of an instalment the member already owes is closer to a service message, but evening reminders still irritate borrowers. Most SACCOs schedule reminders for the morning, which also gives members time to pay that day.
