SMS for retailers and online shops in Uganda
Ugandan shoppers order on WhatsApp, Instagram and websites, pay with MoMo or cash on delivery, and expect to hear when their order is ready. SMS confirms the order, the amount paid and the pickup point on any phone. For promotions, the UCC rules on consent, STOP and timing decide who you can message and when.
What makes retail & e-commerce messaging different in Uganda
- Cash on delivery and mobile money are the dominant ways to pay for online orders, so the payment confirmation and the delivery code carry real weight with buyers.
- Regulation 20 of the UCC 2019 regulations treats a commercial message as spam unless the recipient consented or had a direct commercial relationship with you in the previous three months, with their number collected transparently.
- Supermarkets and pharmacies run loyalty schemes keyed to phone numbers, which gives a natural, consented list for points balances and member offers.
- The festive season around Christmas and the back-to-school weeks in January and May are peak trading periods and peak SMS periods.

Order and payment confirmation
Send the order number, items total and payment method immediately after checkout, including a mobile money reference where the customer paid by MoMo or Airtel Money.
Ready for pickup or dispatch
Tell the customer when an order is packed and whether it is coming by rider or waiting at the shop, with opening hours and the collection code.
Loyalty points balance
After each purchase, send the points earned and the new balance. It keeps the scheme visible to members and reminds them of its value without a separate marketing message.
Consented promotions
Send festive or back-to-school offers only to customers who opted in or bought in the last three months, with a STOP opt-out and a daytime schedule.
Abandoned order follow-up
If a customer started an order on your site but did not pay, one reminder with a link back to the basket recovers sales without crossing into repeated marketing.

A practical summary with sources, not legal advice. Check the regulator's current text for edge cases.
- Promotions need consent or a direct commercial relationship within the previous three months (regulation 20). Buying lists or scraping numbers from social media does not meet that test.
- Every commercial message must name your business and give a free opt-out based on the word STOP, honoured within 24 hours and confirmed to the customer (regulation 12). Keep opt-out records for 12 months.
- Do not time promotions for delivery between 19:00 and 06:00 unless the customer agreed to it (regulation 19). Schedule evening offers for the afternoon instead.
- Under regulation 10(7), if a recipient asks where you got their number you must tell them within 36 hours, so record the source of every contact you import.

Retail & e-commerce SMS in Uganda: common questions
Can I send promotions to everyone who ever bought from us?
Not automatically. Under the UCC 2019 regulations a commercial message is spam unless the person consented or had a direct commercial relationship with you within the last three months, with their number collected transparently. Ask customers to opt in at checkout so the list stays usable.
How do customers opt out if our sender ID cannot receive replies?
An alphanumeric sender ID is one-way. Add a two-way short code or long number to your account so customers can text STOP; eSMS records those replies as opt-outs and blocks future sends to them. A short link to an unsubscribe page is another option.
What time should we send promotions?
Regulation 19 bars commercial messages timed for delivery between 19:00 and 06:00 unless the customer agreed. Late morning and early afternoon are safe choices, and the dashboard lets you schedule a campaign in advance so a large send never spills into the evening.
