SACCOs in Uganda use SMS for three jobs: confirming every deposit and withdrawal, reminding borrowers before an instalment falls due, and telling members about meetings and dividends. It works on every MTN and Airtel phone, including the basic handsets many rural members carry, and it gives members a written record they can check against the passbook.

Who regulates SACCOs, and why that matters for messaging
SACCOs, village savings and loan associations, non-deposit-taking microfinance institutions and money lenders fall under the Uganda Microfinance Regulatory Authority (UMRA), set up by the Tier 4 Microfinance Institutions and Money Lenders Act, 2016. UMRA has also issued Digital Lending Guidelines (2024) aimed at protecting borrowers from predatory digital lenders. If your SACCO lends through an app or USSD, read those guidelines in full on the UMRA site before designing reminder and collection messages.
Banks and credit institutions are supervised by the Bank of Uganda instead. The messaging principles below apply to both, but check the rules of your own supervisor.
On top of the sector rules, every SACCO that sends SMS is covered by the Uganda Communications (Text and Multimedia Messaging) Regulations, 2019 and the Data Protection and Privacy Act, 2019. Our plain-English guide to the UCC rules covers them clause by clause.
Six SACCO messages that earn their cost
1. Deposit and withdrawal alerts
The most valuable message a SACCO sends. An alert seconds after a teller posts a deposit protects members against errors and fraud at the counter, and protects the SACCO against disputes. Include the amount, the date and the new balance.
2. Loan instalment reminders
Send a reminder three to five days before the due date and a second one on the day. Give the amount, the date and how to pay (MTN MoMo, Airtel Money, bank or branch). Keep the tone factual.
3. Loan application status
"Received", "approved", "disbursed" messages cut the number of members who travel to the branch only to ask about progress.
4. Meeting and AGM notices
AGMs, special general meetings and group meetings need notice. SMS reaches members who never check email. Send the first notice early and a reminder the day before.
5. Dividends, interest and statements
Tell members when dividends are credited, when interest is posted, and when statements are ready to collect.
6. Security alerts
A short warning that "SACCO staff will never ask for your PIN" is worth sending regularly, especially if your members use mobile money to pay in.
Sample messages
All of these name the SACCO, fit in one or two SMS segments and give a contact number, as regulation 10 of the UCC rules expects.
| Purpose | Message |
|---|---|
| Deposit alert | Kyosiga SACCO: UGX 200,000 deposited to A/C ...4471 on 03/11. New balance UGX 1,450,000. Not you? Call 0772000000 |
| Instalment reminder | Kyosiga SACCO: Hi Nakato, your loan instalment of UGX 150,000 is due 05/11. Pay by MTN MoMo or Airtel Money. Queries 0772000000 |
| AGM notice | Kyosiga SACCO: Annual General Meeting Sat 29/11, 10am, Mbarara Parish Hall. Bring your member card. Agenda at the office. |
| Security | Kyosiga SACCO: We will never ask for your PIN or mobile money code by phone or SMS. Report suspicious calls to 0772000000 |
Promotional messages, for example a new loan product or a savings drive, are different: they need consent or a recent customer relationship, an opt-out, and should go out between 06:00 and 19:00.
Rules to build into your SACCO's SMS
- Get consent at registration. Add one line to the membership form: members agree to receive account alerts by SMS and may opt in or out of offers. Regulation 11(2) of the UCC rules allows marketing to customers who were told this when their details were collected and given the chance to object.
- Separate service from marketing. Alerts and reminders that a member needs to manage their account are service messages. A new product offer is commercial. Do not mix the two in one SMS.
- Honour STOP for promotions within 24 hours. Regulation 12 sets the 24-hour limit and requires a confirmation. A member who stops offers can still receive account alerts if they ask to keep them; regulation 12(3) allows that split.
- No shaming or threats. Regulation 8 bans content that induces unacceptable fear or anxiety or invades privacy. Never message a borrower's guarantors, family or employer in a way that discloses their debt beyond what the loan agreement and law allow.
- Protect member data. The Data Protection and Privacy Act, 2019 requires data controllers to register with the Personal Data Protection Office and lets members object to direct marketing (section 26). Never share member lists with insurers, lenders or shops without explicit consent.
- Keep logs. Regulation 15 requires logs of what was sent and when. Delivery reports from your SMS provider are the easiest evidence if a member disputes a reminder.
Parish-based SACCOs and the Parish Development Model
The Parish Development Model, launched in February 2022, channels government support through parish-level structures, including parish SACCOs, and lists a parish-based management information system as one of its pillars. Many PDM SACCOs are new, run by volunteers and have members spread across villages. SMS fits that setting: one message announces a meeting or a disbursement schedule to every member at the same time, and members do not need a smartphone or data. Keep messages short, in English or the local language members use, and name the SACCO each time.
Local language and mobile money
Luganda, Runyankore, Acholi and other languages all fit the standard GSM alphabet, so a message still holds 160 characters per segment. Many SACCOs send key notices in English plus the main local language. Keep the amount, date and SACCO name in figures and capitals so they read clearly in either language. Members pay in by MTN Mobile Money (*165#) and Airtel Money (*185#), so tell them exactly what reference to use.
Sending reminders automatically
Most SACCO core systems can export the next week's instalments to a spreadsheet. You can upload that CSV or Excel file in the eSMS dashboard, map the columns to merge fields and schedule the send for the morning. If your system has an API, send the same reminders with one call per batch:
curl -X POST https://sms.esmsafrica.io/api/messages/send-bulk \
-H "Authorization: Bearer esms_live_your_key" \
-H "Content-Type: application/json" \
-d '{
"sender_id": "KYOSIGA",
"text": "Kyosiga SACCO: Dear {{name}}, your loan instalment of UGX {{amount}} is due on {{due}}. Pay via MTN MoMo or Airtel Money to your member number. Queries 0772000000",
"recipients": [
{"to": "+256772000001", "name": "Nakato", "vars": {"amount": "150,000", "due": "5 Nov"}},
{"to": "+256752000002", "name": "Okello", "vars": {"amount": "80,000", "due": "5 Nov"}}
]
}'
Each recipient gets their own name and amount. Delivery reports come back to the dashboard and, if you set one, to your webhook, so the loans officer can see which reminders were delivered. Use a test key (esms_test_...) first to check your merge fields without being charged. Full details are in the HTTP API docs and on our SMS API for Uganda page.
What it costs
Messages are pay as you go from UGX 35 (about $0.0083) per SMS on the basic tier, with no monthly minimum and no setup fee; top up from USD 20 by MTN MoMo, Airtel Money or card. A message over 160 characters counts as more than one segment, so keep alerts tight. If you want alerts to show the SACCO's name, there are network fees for registering a sender ID; see the Uganda sender ID page and our guide to whether a sender ID pays for itself.
Frequently asked questions
Can a SACCO send loan reminders at night?
The UCC time limit in regulation 19 applies to commercial communications. A reminder about a member's own loan is a service message, but many members find late-night messages alarming, so schedule reminders for the morning. Keep promotions strictly between 06:00 and 19:00 unless members agreed otherwise.
Do members need to agree to receive deposit alerts?
Alerts about a member's own account are part of the service they signed up for, so they are not unsolicited. It is still good practice to record the member's phone number and SMS preference on the membership form, and to update it when a member changes their line.
How do members opt out of offers if we use a sender ID?
An alphanumeric sender ID cannot receive replies. Give a phone number or office contact for opt-outs, or add a two-way short code so members can reply STOP. Add every opt-out to your eSMS opt-out list, which blocks further sends to that number.
Can we message guarantors when a loan is overdue?
Only within what the loan agreement and the law allow, and without disclosing more than necessary. Content that shames, threatens or invades privacy is prohibited by the UCC regulations, and the Data Protection and Privacy Act limits how you use personal data. Check UMRA guidance and take legal advice before designing guarantor messages.
