Compliance for churches, ministries & events SMS in Uganda

A practical summary with sources, not legal advice. Check the regulator's current text for edge cases.

Messages to members who joined your SMS list are expected, but they still need to identify the church and offer a way to stop. Collect numbers with consent on membership or visitor cards.
Fundraising appeals and paid-event promotions sent to the wider public are commercial communications: get consent, give a STOP opt-out and avoid 19:00 to 06:00 (UCC 2019 regulations 12 and 19).
Religious affiliation is special personal data under the Data Protection and Privacy Act, 2019. Do not share your member list with other ministries or vendors.
Giving amounts are personal. Send receipts to the giver only, not to a family member or group list.

The Uganda Communications (Text and Multimedia Messaging) Regulations, 2019 require prior consent for commercial SMS, except for existing customers who were told at collection and given a right to object.
Every message must identify the sender, and opt-out must be free and work with the keyword STOP. Opt-outs must be honoured within 24 hours and records kept for 12 months.
Commercial messages should not be timed for delivery between 19:00 and 06:00 unless the recipient agreed to it. Health, fire and security emergencies are exempt.
Under the Data Protection and Privacy Act, a person can require you to stop direct marketing to them, and organisations that process personal data must register with the PDPO.

FAQ

Churches, ministries & events SMS in Uganda: common questions

Can we send an overnight prayer reminder in the evening?

Members who opted in to service reminders expect them, but the UCC 19:00 to 06:00 rule covers commercial messages and late messages annoy people. Send the reminder in the afternoon on the day; it reaches members before they set off and gives them time to arrange transport home in the morning.

How do we split messages by fellowship or cell?

Import members with a group column, such as cell name or ministry, and create groups in the dashboard. You can then send the youth fellowship reminder only to youth members, the choir rehearsal notice only to the choir, and the parish-wide notice to everyone.

Can members give by SMS?

Giving itself goes through mobile money or the bank. SMS works alongside it: your finance team or giving platform can trigger a receipt through the eSMS API when a payment arrives, so the member gets a thank-you from the church name they recognise.
