Rules across Zambia

What every sender in Zambia should know

  • ZICTA directed the networks in 2011 to stop promotional SMS between 20:00 and 07:00 and to include an opt-in or opt-out in promotional messages. Treat those limits as the safe default.
  • The Data Protection Act No. 3 of 2021 is now enforced by the Office of the Data Protection Commissioner, which became operational in 2025; controllers and processors must register.
  • There is no national do-not-disturb register, so keep your own opt-out list and honour it promptly.
  • Numeric sender IDs are not supported on MTN, Airtel or Zamtel; use a registered alphanumeric sender ID.

Sender IDs in Zambia

  • Register an alphanumeric sender ID with MTN, Airtel and Zamtel. MTN also checks that message content matches the registered brand.
  • Generic sender IDs such as OTP or VERIFY are rejected, and the brand name should appear in the message.
  • eSMS Africa prepares and submits the registration and you can test on the default sender meanwhile.

FAQ

SMS in Zambia: common questions

When can I send promotional SMS in Zambia?

ZICTA's 2011 directive to the networks barred promotional SMS between 20:00 and 07:00 and limited frequency. Keep promotions inside daytime hours with an opt-out; OTPs and alerts are transactional.

Why does my SMS show a number instead of my brand?

Zambian networks expect a registered alphanumeric sender ID. Unregistered senders are sent on a best-effort basis and may be replaced. Register your brand with eSMS Africa before going live.

Does the Data Protection Act apply to my SMS list?

Yes. Phone numbers are personal data under the Data Protection Act No. 3 of 2021. Collect consent, register with the Data Protection Commissioner if required, and remove anyone who opts out.
