Rules across Rwanda

What every sender in Rwanda should know

  • RURA Regulation No 001/R/STD-CMR/RURA/018 governs unsolicited commercial communications. Messages must identify who sent them and state the source of the recipient's data.
  • Every commercial message needs a free opt-out (stop, end, cancel, unsubscribe or quit). Sending must stop within 24 hours of an opt-out, and the opt-out must be confirmed.
  • No commercial communications between 19:00 and 07:00 local time unless the recipient explicitly agreed.
  • Under Law No 058/2021, people can object to direct marketing, and data controllers and processors must register with the NCSA.

Sender IDs in Rwanda

  • Sender IDs are registered separately with MTN and Airtel, with a signed and stamped authorisation letter and the company registration certificate.
  • Generic sender IDs (INFO, ALERTS, VERIFY) are rejected and MTN does not allow dynamic sender IDs.
  • Standard A2P routes do not carry replies, so plan opt-out by link, USSD or a two-way number rather than "reply STOP" alone.

FAQ

SMS in Rwanda: common questions

What hours can I send promotional SMS in Rwanda?

RURA's regulation on unsolicited commercial communications bars commercial messages between 19:00 and 07:00 local time unless the recipient explicitly agreed. Transactional messages such as OTPs and receipts are a different category.

Which languages should I use?

Kinyarwanda reaches the widest audience, with English and French common for business and tourism. Kinyarwanda fits the standard GSM alphabet, so 160 characters per segment.

Do I need to register with the NCSA?

Law No 058/2021 requires data controllers and processors to register with the National Cyber Security Authority. Check the NCSA guidance for your organisation.
