SMS for government, NGOs and traditional authorities in Zambia
Zambian councils, NGOs and community leaders need to reach people who may not use the internet at all. SMS reaches any handset on Airtel, MTN and Zamtel, which is why even traditional authorities have adopted bulk SMS for announcements. This page covers notices, beneficiary payments and field coordination, and how to keep those messages trusted.
What makes government, ngos & traditional authorities messaging different in Zambia
- In November 2024 MTN Zambia and the Bemba Royal Establishment of Paramount Chief Chitimukulu agreed to use bulk SMS for time-sensitive notices and announcements to subjects across the Northern Province.
- NGO and donor programmes in areas such as health, nutrition and social protection register beneficiaries with phone numbers, often shared within a household. SMS confirms registration and payment dates without beneficiaries travelling to an office.
- City and municipal councils announce rates deadlines, market levies and water or road works, and need to reach residents across Lusaka, Ndola, Kitwe and Livingstone at short notice.
- Fraudsters impersonate programmes and ask for 'registration fees'. A consistent sender ID and a standard line saying the programme never charges fees help people spot fakes.

Beneficiary registration and payment dates
Confirm each registration with a reference number, then announce payment dates, the pay point and what to bring. Follow up when the transfer is sent to a mobile wallet.
Public and council notices
Councils send rates and levy deadlines, planned water or power interruptions and road closures to residents by ward, with a contact number for queries and the dates that matter.
Traditional and community announcements
Chiefdoms and community leaders announce meetings, ceremonies and development projects to registered members, reaching distant villages where printed notices and word of mouth can take weeks.
Field team coordination
Programme managers send enumerators and health promoters their daily schedules, meeting points and reporting deadlines, and two-way numbers can collect short replies from the field.
Surveys and feedback
With a two-way short code, ask beneficiaries one or two simple questions after a distribution and collect replies, giving monitoring teams data without a field visit.

- Public bodies and NGOs are data controllers under the Data Protection Act No. 3 of 2021. Beneficiary lists can be sensitive, so agree in writing who may use them for SMS and for how long, and register with the Data Protection Commissioner.
- Programme notices to registered beneficiaries are service messages. Campaign, fundraising or political messages are different and should only go to people who agreed to receive them, within daytime hours.
- Always include a line such as 'We never charge fees' in payment notices, and do not ask beneficiaries to reply with PINs or wallet passwords.
- Avoid implying government authority unless you are a government body. NGOs should use their own name as sender ID and name the funding partner only with permission.

Government, NGOs & traditional authorities SMS in Zambia: common questions
Can we send political campaign messages?
This page covers service and programme messages. Political messaging raises separate questions under electoral rules and data protection law, and networks review it closely. If you plan any campaign-related SMS, check with the Electoral Commission of Zambia and the networks first, and only message people who opted in.
How do we reach households that share one phone?
Register the phone number against the household, not just one person, and write messages that make sense to whoever reads them. Include the household reference and the beneficiary's first name, but no sensitive detail. For confidential programmes, ask at registration whether SMS is acceptable.
Can a chiefdom or community group get its own sender ID?
Yes. A traditional authority, residents' association or church body can register a sender ID in its name with a letter from the office holder. Pick something people will recognise, and use it consistently so subjects or members can tell genuine notices from fakes.
