Kenya context

What makes government, counties & ngos messaging different in Kenya

  • Kenya's 47 county governments deliver health, agriculture and bursary programmes locally and need to reach residents, ward administrators and community health promoters quickly.
  • NGOs running cash transfers, health campaigns or relief operations often register beneficiaries by phone number, then use SMS to confirm enrolment, payment dates and distribution points.
  • Political messages are governed by the Communications Authority's guidelines: they must be vetted by the network before sending, in English or Kiswahili only, between 08:00 and 17:00, and only to people who opted in.
  • Political canvassing is a mandatory ODPC registration activity, and so are several sectors NGOs work in, such as health and education.
What to send

Messages government, counties & ngos teams in Kenya send

Programme enrolment confirmations

Confirm registration for a bursary, cash transfer or training programme with the reference number and the next step, so applicants do not travel to offices to check.

Payment and distribution notices

Tell beneficiaries when a payment is sent and through which channel, or when and where food or input distribution will take place, with what to bring.

Public health and safety notices

Send flood warnings, vaccination campaign dates or water rationing schedules to residents in affected wards, in Kiswahili and English. Segmenting by ward keeps alerts relevant and avoids alarming people outside the area.

Field team coordination

Reach enumerators, community health promoters and volunteers with schedule changes, meeting points and reporting deadlines. Two-way replies let each person confirm, so coordinators know who still needs a call.

Feedback and complaint lines

Give beneficiaries a two-way number to report problems or ask questions, and route replies to your accountability team. Donors increasingly expect a feedback channel, and inbound SMS gives you a written record of every report.

Rules that apply

Compliance for government, counties & ngos SMS in Kenya

A practical summary with sources, not legal advice. Check the regulator's current text for edge cases.

  • Political messages, including messages from aspirants and parties, must follow the CA guidelines: request vetting through the network at least 48 hours ahead, use English or Kiswahili only, send only between 08:00 and 17:00 and only to opted-in recipients.
  • Public service notices are not political messages, but avoid content that could read as campaigning, especially in an election period.
  • Beneficiary lists contain vulnerable people's data. Use them only for the programme they were collected for and agree data handling with donors and partners in writing.
  • Register with the ODPC where your activities or sector require it, and keep a record of how each beneficiary's number was collected.

FAQ

Government, counties & NGOs SMS in Kenya: common questions

Do county service notices count as political messages?

A notice about a programme, a closure or a health campaign is a public service message. A message promoting a governor, an aspirant or a party is political and must follow the CA guidelines on vetting, language, hours and opt-in. If a message could be read either way, treat it as political.

Can we reach beneficiaries who have no smartphone?

Yes. SMS works on every phone without data. Keep messages short, avoid links where people cannot open them and give a phone number or a two-way SMS number for questions. Kiswahili messages fit the same 160 characters as English, so a bilingual notice can be sent as two short texts.

Can we see which beneficiaries did not receive a message?

Every message has a delivery report in the dashboard and by webhook. Export undelivered numbers after a send and ask field teams to follow up in person or by call. Repeated failures on the same number usually mean it has changed hands, so update the register.
