SMS for government agencies, state programmes and NGOs in Nigeria
Public programmes in Nigeria reach people across 36 states and the FCT, many of them without smartphones or reliable data. eSMS Africa helps ministries, state agencies and NGOs send beneficiary payment notices, enrolment reminders and campaign dates, and coordinate field teams, with delivery reports that show which messages actually landed.
What makes government & ngos messaging different in Nigeria
- Cash transfer and grant programmes increasingly pay beneficiaries into bank accounts or wallets. An SMS that confirms the amount, date and the place to report problems discourages middlemen who ask beneficiaries for a cut.
- Identity is central to most programmes, and agencies often ask people to link a NIN before they can enrol or be paid. Reminders with the enrolment centre and the documents to bring reduce wasted trips.
- Vaccination and other health campaigns run on fixed dates by ward. SMS to registered caregivers, together with town criers and religious leaders, reaches households that radio misses.
- NGOs running programmes in the north-east and north-west coordinate field staff in areas with weak data coverage, where SMS often gets through when internet messaging does not.
Messages government & ngos teams in Nigeria send
Beneficiary payment notices
Confirm each payment with the amount and date, state that the programme never charges a fee, and give a complaints number. This makes diversion harder to hide.
Enrolment and verification reminders
Tell registered people when and where to enrol or update their records, what documents to bring, such as a NIN slip, and the closing date for their ward.
Campaign and outreach dates
Announce vaccination days, distribution points and town hall meetings by ward or LGA, scheduled for the day before and again on the morning of the event.
Field-team coordination
Send shift changes, meeting points and security notices to enumerators and volunteers, and collect arrival check-ins through a two-way short code where data coverage is weak.
Feedback and complaints lines
Invite beneficiaries to report problems by SMS to a two-way short code, with keywords such as PAY or ENROL routed to the right team by webhook.

- Public bodies are data controllers under the NDPA 2023 too. Beneficiary lists contain identity and often health or vulnerability data, so limit who can export them and keep that detail out of message text.
- Payment, enrolment and appointment notices to registered beneficiaries are transactional. Awareness campaigns to the general public are usually treated by networks as promotional and may not reach DND numbers.
- Political or election-related messaging carries extra sensitivity. Check with INEC and with the networks before sending anything that could be read as campaigning.
- Messages should identify the programme or agency by name and give a way to verify them, because scammers copy government programmes to collect fees from beneficiaries.

Government & NGOs SMS in Nigeria: common questions
Will public health messages reach people on DND?
Messages to people already registered in a programme, such as caregivers enrolled for vaccination reminders, can go on the transactional route. Broadcast awareness messages to the general public are often treated as promotional by networks, so DND numbers may not receive them. Talk to us before a large public campaign.
Can we target messages by state or LGA?
Yes, if your list has a state, LGA or ward column. Import it, filter by that column and send or schedule each region separately, so dates and venues match the recipient. Delivery reports per batch show which areas need follow-up by field staff.
How do we stop scammers copying our messages?
Register a sender ID in your programme's name, keep the wording consistent, never include payment requests, and tell beneficiaries in every message that the programme never charges a fee. Publish the sender ID on your website so people can check it.
