SMS and OTP for fintech and digital lenders in Tanzania
Tanzanian payment apps, wallets and digital lenders depend on SMS for one-time codes at sign-up, receipts when money moves and reminders before a loan falls due. Because most customers already hold several mobile money accounts, your messages compete for attention with every network's own alerts. Here is how fintechs structure OTP and alert traffic, and where the Bank of Tanzania's rules set limits.
What makes mobile money & fintech messaging different in Tanzania
- TCRA counted 66.5 million mobile money subscriptions in March 2025, with M-Pesa holding 40.4% and Mixx by Yas, M-Pesa and Airtel Money together about 89%, so customers often compare your messages with their wallets' own alerts (TanzaniaInvest).
- Tigo Pesa became Mixx by Yas after the Tigo rebrand to Yas in late 2024. Many customers still say Tigo Pesa, so receipts and help texts that mention the new name can add the old one where it avoids confusion.
- Digital lenders must now operate as Tier 2 microfinance providers and follow the Bank of Tanzania's 2024 Guidance Note on digital lending, issued after complaints about harassing recovery messages and calls.
- Phone sharing within families and SIM swap fraud mean an OTP can be read by someone other than the account holder. Clear Kiswahili warnings not to share the code are standard practice for Tanzanian apps.
- Unregistered sender IDs have been blocked on the main networks since 16 June 2025, which hit OTP traffic hardest because sign-up codes cannot wait for a fix.

Sign-up and login codes
Use eSMS Verify to generate, send and check codes, with rate limits per number so a bot cannot drain your balance. The code template names your app and tells the customer never to share it, in Kiswahili or English.
Payment and transfer receipts
Send a receipt when money arrives from M-Pesa, Mixx by Yas, Airtel Money or HaloPesa, showing the amount, any fee and the new balance. A receipt from your own sender ID helps customers trust your app over the wallet's generic alert.
Respectful repayment reminders
Remind borrowers before the due date and on the day, then offer a call-back number if they need more time. Keep tone neutral: the BoT guidance targets threatening or shaming recovery messages.
New device and PIN change alerts
Alert the customer whenever a login comes from a new phone, a PIN is changed or a SIM is re-registered, with a number to call if it was not them. These alerts are often the first sign of a SIM swap.
Failed payment nudges
When a merchant payment or top-up fails because of insufficient funds or a timeout, tell the customer what happened and how to retry. It saves a support call and keeps the customer from paying twice.

Nambari yako ya uthibitisho ya PesaHub ni {code}. Usimpe mtu yeyote, hata mfanyakazi wetu. Inaisha baada ya dakika 5. PesaHub: TZS {amount} received from {sender} via Mixx by Yas. Fee TZS {fee}. PesaHub: new login on {device} at {time}. If this was not you, reset your PIN in the app now and call {phone}. We never ask for your PIN. Compliance for mobile money & fintech SMS in Tanzania
A practical summary with sources, not legal advice. Check the regulator's current text for edge cases.
- Payment service providers are licensed by the Bank of Tanzania. Digital lenders must be licensed as Tier 2 microfinance providers and follow the 2024 Guidance Note, which requires ethical recovery practices and protection of borrowers' data.
- Never send recovery messages to a borrower's contacts, employer or guarantors who did not agree to be contacted, and avoid threatening wording. BoT has said it will sanction lenders that harass borrowers.
- BoT's 2025 consumer protection amendments require fees to be disclosed before an electronic transaction and prior consent before customer data is used for promotional offers. Showing the fee in your receipt is a simple safeguard.
- OTPs, receipts and security alerts are transactional. Loan top-up offers and referral campaigns are promotional and need consent plus an opt-out that you honour.
- Financial transaction data is sensitive personal data under the PDPA, so collect written (including electronic) consent at sign-up and register with the PDPC.

Mobile money & fintech SMS in Tanzania: common questions
Can we send OTPs before our own sender ID is approved?
Yes. Approval with Vodacom, Airtel, Yas and Halotel usually takes a few weeks, and since June 2025 unregistered sender IDs are blocked. While yours is in review you can send and test on the eSMS Africa default sender, which is already registered, then switch the sender_id field when your brand name is live on all networks.
Should OTP messages be in Kiswahili or English?
Follow the language the customer chose in your app. If you do not ask, Kiswahili is the safer default for mass-market wallets and English suits business or diaspora users. Keep the code near the start of the message so it shows in the notification preview, and keep the warning about not sharing the code in both versions.
What does the BoT digital lending guidance mean for our reminder SMS?
The Guidance Note was written after complaints about abusive recovery, so reminders should state the amount and date, offer a way to talk to you and stop there. Do not message contacts scraped from the borrower's phone, do not use shaming language, and keep records of what you sent. Read the Guidance Note itself and take legal advice for your specific product.
How do we handle customers who change their number?
Before you send an OTP to a new number, confirm the change through a channel the customer already controls, such as a code to the old number or an in-app confirmation. Tanzanian SIM registration ties each number to a national ID, but a recycled or swapped SIM can still receive someone else's codes.
