A SACCOS SMS system in Tanzania sends members an automatic text whenever a contribution is posted, a loan instalment falls due or a meeting is called, usually in Kiswahili and from the society's own registered sender ID. The simplest setups connect your SACCOS software to an SMS API, or upload a monthly Excel sheet, so every member gets their own figures without staff typing messages one by one. This guide covers the message types that matter, ready-to-use Kiswahili and English templates, and the TCDC, BoT and data protection points to check.

Why SMS matters to Tanzanian SACCOS

SACCOS are member-owned, and members' trust rests on knowing that their money has been recorded. According to the Daily News, Tanzania had 981 licensed SACCOS at the end of 2025, with about 1.9 million members and assets of TZS 1.69 trillion, and members provided more than 92% of SACCOS funding. When most of the money comes from members, a clear receipt for every shilling is not a courtesy, it is the basis of the relationship.

Most members now pay through M-Pesa, Mixx by Yas, Airtel Money, HaloPesa or a bank agent. The wallet sends its own confirmation, but that only proves money left the member's phone. It does not prove the SACCOS has posted it to the right member account. A short SMS from the SACCOS itself closes that gap, and it cuts the queue at the office of members asking "has my contribution arrived?"

SACCOS are licensed as Tier 3 institutions under the Microfinance Act 2018 and are inspected and supervised by the Tanzania Cooperative Development Commission (Tume ya Maendeleo ya Ushirika, TCDC). TCDC has said it is supporting digital transformation in the sector, and member communication is one of the easiest places to start.

The six messages every SACCOS should automate

MessageWhen to sendType
Contribution or share receiptWhen the payment is posted to the ledgerTransactional
Monthly statement summaryAfter month-end closeTransactional
Loan instalment reminder3 days before and on the due dateTransactional
Arrears notice and guarantor noticeAbout 7 days after a missed instalmentTransactional
Loan approval and disbursementWhen the committee approves and funds are sentTransactional
AGM, elections and dividends2 weeks before, and the day beforeTransactional (member notice)

Offers of a new loan product or an insurance add-on are promotional and should go only to members who agreed to receive them, with an opt-out. More flows and sample messages are on our SACCOS and banking use-case page.

Templates you can copy

Keep each message under 160 characters where possible, put the key figure first and sign with the society's name. Kiswahili uses the standard GSM alphabet, so it costs the same per segment as English. Curly-brace fields are filled from your data.

Contribution receipt

  • Kiswahili: "Mwanachama {jina}, mchango wako wa TZS {kiasi} umepokelewa tarehe {tarehe}. Akiba yako sasa ni TZS {akiba}. Asante - Upendo SACCOS"
  • English: "Dear {name}, your contribution of TZS {amount} was received on {date}. Your savings are now TZS {savings}. Thank you - Upendo SACCOS"

Salary check-off confirmation

Workplace SACCOS for teachers, health workers or council staff often collect through payroll deductions. Members want to know the deduction arrived.

  • Kiswahili: "Makato ya mshahara ya {mwezi}: hisa TZS {hisa}, akiba TZS {akiba}, rejesho TZS {rejesho}. Deni lililobaki TZS {deni}. - Walimu SACCOS"

Loan instalment reminder

  • Kiswahili: "Habari {jina}, rejesho la mkopo wako la TZS {kiasi} linatakiwa tarehe {tarehe}. Lipa M-Pesa Lipa Namba {namba}, kumb. {namba_mwanachama}. - Upendo SACCOS"
  • English: "Dear {name}, your loan instalment of TZS {amount} is due on {date}. Pay via Lipa Namba {till}, ref {member_no}. Help: {phone} - Upendo SACCOS"

Guarantor notice

  • Kiswahili: "Ndugu {jina}, rejesho la mkopo ulioudhamini wa {mkopaji} limechelewa siku 7. Tafadhali wasiliana na ofisi ya Upendo SACCOS: {namba}."

Send it only after the borrower has had their own reminders, and never include the borrower's full balance.

Loan approval

  • English: "Upendo SACCOS: your loan of TZS {amount} was approved on {date}. Funds will be sent to your {wallet} account within {days} days. Instalment: TZS {instalment}/month."

AGM notice

  • Kiswahili: "Mkutano Mkuu wa Upendo SACCOS: Jumamosi {tarehe}, saa 3 asubuhi, {ukumbi}. Beba kadi ya uanachama. Gawio la 2025 litatangazwa."

How to connect SMS to your SACCOS software

There are two practical routes, depending on what your system can do.

Option 1: upload a sheet each month

  1. Export postings or loan schedules from your SACCOS system to Excel or CSV, with columns for phone (in +255 format), name and the amounts.
  2. Upload the file to the eSMS dashboard and map each column to a merge field.
  3. Write the template, preview a few members' messages, and send or schedule.
  4. Use campaign approvals so a second officer checks the batch before it goes out.

Option 2: automatic sends through the API

If your system can call a web address when it posts a transaction, it can send each receipt the moment it is recorded. Month-end statements and reminders can use the bulk endpoint, where each recipient carries their own variables:

curl -X POST https://sms.esmsafrica.io/api/messages/send-bulk \
  -H "Authorization: Bearer esms_live_xxxxxxxx" \
  -H "Content-Type: application/json" \
  -d '{
    "sender_id": "UPENDOSACCO",
    "text": "Mwanachama {{name}}, mchango wako wa TZS {{amount}} umepokelewa. Asante - Upendo SACCOS",
    "recipients": [
      {"to": "+255712345678", "name": "Asha", "vars": {"amount": "50,000"}},
      {"to": "+255754321098", "name": "Juma", "vars": {"amount": "120,000"}}
    ]
  }'

Use a test key (esms_test_...) while you build, which simulates sends without charge. Delivery reports come back by webhook, so your system can flag members whose number no longer works. See the SMS API for Tanzania and the guide to receiving delivery reports.

Rules that shape SACCOS messaging

TCDC and your by-laws

TCDC supervises SACCOS, and your by-laws usually set how members must be notified of general meetings and elections. SMS can be one of those channels, but check whether your by-laws also require a notice board posting or written notice, and keep a record of what you sent and when. Delivery reports from the dashboard give you that record.

Bank of Tanzania consumer protection rules

Banks, Tier 2 microfinance lenders and other providers licensed or supervised by the Bank of Tanzania follow the Financial Consumer Protection Regulations 2019, amended by GN 298 of 2025. The amendment requires providers to disclose all fees and charges before a consumer makes a transaction "in an electronic means or otherwise", and to obtain the consumer's prior consent before using their information for future promotional offers. Even where these regulations do not apply directly to your SACCOS, they are a sensible standard: show any fee in the receipt and keep promotions opt-in.

Personal Data Protection Act 2022

  • Register with the PDPC. Section 14 prohibits collecting or processing personal data without registration as a data controller or processor.
  • Financial transactions are sensitive data. The Act's definition of sensitive personal data includes financial transactions of the individual, and section 30 requires prior written consent to process it. Add an SMS consent line to the membership form.
  • Members can object to marketing. Section 35 lets anyone require you to stop using their data for direct marketing. Receipts and reminders are not marketing, but loan product offers are.

This is a practical summary, not legal advice. For edge cases, ask TCDC, the PDPC or your lawyer.

Common mistakes

  • Sending receipts before the payment is reconciled, then having to correct them.
  • Using one shared phone number for a whole family and leaking balances to relatives.
  • Sending guarantor notices on day one of arrears, which damages relationships.
  • Waiting to register a sender ID until the AGM is a week away. Registration with every network takes a few weeks, and unregistered sender IDs are blocked. Start early through our sender ID registration page.

What it costs

Pricing is per message, with no monthly fee. In Tanzania the basic rate is TZS 18.2819 ($0.0069) per SMS, falling to TZS 16.9571 on the business tier. A SACCOS sending one receipt and one reminder a month per member can estimate its monthly cost by multiplying members by two and by the rate. Top up by M-Pesa or other mobile money, card or crypto, from USD 20. See pricing.

Frequently asked questions

Do SACCOS messages need to be in Kiswahili?

There is no rule, but most members read Kiswahili most comfortably, especially in rural and older memberships. Professional workplace SACCOS sometimes prefer English. Keep a language field per member and send each the right version from one upload.

Can a SACCOS send balances by SMS safely?

Yes, to the member's own registered number, with consent captured at registration. Ask members to update their number when they change SIMs, and do not send balances to a number that belongs to someone else.

Can members request their balance by SMS?

With a two-way number, available in Tanzania on request, members can text a keyword such as SALIO and receive their balance from your system. Check the sender's number against your register before replying.

How much does a SACCOS SMS system cost?

There is no setup fee for the API and no monthly minimum. You pay per message at the live Tanzania rate shown above, and the sender ID registration fee shown on the sender ID page.
