SMS for schools and universities in Rwanda
Schools in Rwanda use SMS to reach parents who may be far from the school, especially for boarding students: fee reminders, visiting days, the start and end of term and exam dates. Universities use it for registration deadlines and timetable changes. Short, dated messages in English or French with a Kinyarwanda greeting work well.
What makes schools & universities messaging different in Rwanda
- Many secondary students board, and parents rely on the school to tell them when students travel home, when visiting day is and what to bring at the start of term. A single missed message can mean a parent misses a pick-up.
- National examinations are run by NESA (National Examination and School Inspection Authority). Results have been made available online and, as reported in the local press, by SMS. Check NESA's announcement each year for the current method.
- Fees are often paid in instalments per term, through a bank, a SACCO or MoMo, so a reminder should state the term, the balance in RWF and the payment reference.
- Families may use Kinyarwanda at home and English or French for school matters. A short Kinyarwanda greeting with English details is a familiar style.
Messages schools & universities teams in Rwanda send
Term fee reminders
Send each parent their balance in RWF with the student's name, the term and the payment reference. A merge field per parent avoids generic blasts that confuse families with more than one child at the school.
Start of term and travel days
Tell boarding parents the reporting date, the time buses leave and what students must bring. Send a reminder two days before so parents can arrange transport from the districts.
Visiting days and meetings
Announce parent meetings and visiting days with the date and time, then send a reminder the day before. Schedule both in advance from the dashboard.
Attendance and safety alerts
For day schools, an absence alert the same morning lets parents act quickly. For emergencies such as early closure, send a short message to the whole school at once.
University registration and deadlines
Universities can remind students of registration deadlines, timetable changes and graduation dates. Students change numbers often, so let them update their number in the portal.

Compliance for schools & universities SMS in Rwanda
A practical summary with sources, not legal advice. Check the regulator's current text for edge cases.
- Messages about a student's fees, attendance and school calendar relate to a service the family is already enrolled in, which falls within the Article 4 exclusions of the RURA regulation. Promoting a holiday camp or new course to outside families is commercial.
- Pupil and parent records are personal data under Law No 058/2021. Consent for children under 16 must come from the person with parental responsibility (Article 9), and the school should be registered with the NCSA.
- Never send a student's individual results or discipline matters in a message that siblings or other family members might read. Point parents to the school portal or a meeting instead.
- If you advertise to prospective families, send between 07:00 and 19:00, state where you got the number and include a free opt-out in two languages, as RURA Articles 7, 10 and 15 require.

Schools & universities SMS in Rwanda: common questions
Can we send each parent their own fee balance?
Yes. Upload a CSV or Excel file with the parent's number, the student's name and the balance, then use merge fields such as {{name}} and {{amount}} in one template. The bulk API supports the same per-recipient variables if your school management system sends messages automatically.
Does the school need parents' consent to send SMS?
Fee, attendance and calendar messages are part of the service the family enrolled in, so they are generally not commercial communications under the RURA regulation. Under Law No 058/2021 you still need a lawful basis to use parents' numbers, so say at enrolment that you will contact them by SMS.
How do we reach parents who share one phone for several children?
Send one message per child, naming the child, rather than combining them. It keeps balances clear, and each message stays under 160 characters. Delivery reports in the dashboard show which numbers did not receive the message, so the bursar can follow up by phone.
