SMS for insurers and brokers in Rwanda
Rwandan insurers and brokers use SMS to keep policyholders informed at the points where they usually call: when a premium is due, when a policy renews, and while a claim is being assessed. BNR's consumer protection rules set deadlines for claims, and a short message at each step shows the policyholder those deadlines are being met.
What makes insurance messaging different in Rwanda
- BNR's consumer protection booklet summarises Regulation No 55/2022: for short-term policies, a loss adjuster should be appointed within 72 hours of a claim notice and report within 30 days, and the insurer should offer settlement or reject within 30 days of the report.
- For long-term policies, the insurer should pay within 30 days of receiving all supporting documents, unless an investigation is needed, which must finish within six months of the claim.
- Motor insurance renewals are the most common reminder: policies run for fixed periods and drivers can be stopped at police checks without a valid certificate, so a renewal SMS a week ahead is welcome.
- Many policyholders pay premiums by MTN MoMo or Airtel Money, and agents in districts outside Kigali often collect premiums on the insurer's behalf, so messages should name the payment code and the agent.
Messages insurance teams in Rwanda send
Premium due and payment received
Send a reminder a few days before a premium is due with the amount in RWF and the MoMo payment code, then a receipt when the payment lands. Both relate to an existing policy.
Claim acknowledgement
Confirm a claim notice with a claim number, the documents still needed and the name of the assessor once appointed. Policyholders then know the 72-hour and 30-day clocks have started.
Claim decision and settlement
Tell the claimant the settlement amount or the reason for rejection, and how to appeal. An SMS that points to the written decision avoids the wait for a letter.
Renewal notices
Remind motor, property and medical policyholders a week and a day before expiry, with the renewal premium and how to pay. A renewal reminder for a current policy is a service message.
Cross-sell to consenting customers
Offering travel or home cover to a motor customer is promotional. Send it only to customers who opted in, during daytime hours, with an opt-out link in two languages.

A practical summary with sources, not legal advice. Check the regulator's current text for edge cases.
- BNR supervises insurers and intermediaries under Law No 017/2021 and Regulation No 55/2022, including claim timelines and disclosure duties. Intermediaries must also tell customers whether they are independent or tied to an insurer.
- Premium reminders, receipts and claim updates relate to a policy the customer already holds, which places them within the Article 4 exclusions of the RURA regulation.
- Offers for new cover are commercial communications: get consent, state the source of the customer's number, send between 07:00 and 19:00 and honour opt-outs within 24 hours (Articles 7, 11 and 15).
- Medical and health insurance data is sensitive personal data under Law No 058/2021, which requires extra safeguards such as separate storage or encryption. Never put a diagnosis or treatment detail in an SMS.

Insurance SMS in Rwanda: common questions
Is a premium reminder in Rwanda promotional or transactional?
A reminder about a premium on a policy the customer already holds relates to an existing commercial relationship and account status, which Article 4 of the RURA regulation excludes from its rules on commercial communications. An offer to buy a new type of cover is promotional and needs consent, an opt-out and daytime sending.
How can SMS help us meet BNR claim timelines?
Each BNR deadline is a natural message point: acknowledgement with a claim number, assessor appointed, report received, decision and payment. Timestamped delivery reports for each SMS also give you a record that the policyholder was kept informed, which is useful if a complaint reaches BNR.
Can brokers and agents send SMS under the insurer's name?
A sender ID belongs to the organisation that registered it, with a signed authorisation letter. If agents send on your behalf, register the insurer's sender ID and give agents dashboard access with team roles and campaign approvals, so you control what goes out in your name.
