District SACCOs in Rwanda can use SMS to meet BNR's requirement to notify members of every transaction, to send loan reminders and to acknowledge complaints with a tracking code. With all 416 Umurenge SACCOs now automated and being merged into district SACCOs on a shared system, alerts can be triggered automatically from the core banking platform instead of typed by hand at each branch.

What changed for SACCOs
For most of their history, Rwanda's Umurenge SACCOs (one per administrative sector) kept records largely by hand. In June 2024, MINECOFIN announced that the automation of all 416 Umurenge SACCOs was complete, and set out the next step: merging them at district level into District SACCOs (D-SACCOs), with the former sector SACCOs operating as branches. The ministry highlighted real-time mobile notifications for members and mobile banking across branches as benefits of automation.
Rwanda has 30 districts, and the consolidation has been reported as producing one D-SACCO per district. For a communications team, the change is significant:
- a single member database per district instead of many sector registers;
- transactions recorded in a system that can call an SMS API the moment they happen;
- one brand and sender ID per D-SACCO, instead of each sector SACCO texting from a staff phone;
- members moving between branches still expect the same alerts.
What BNR requires you to tell members
SACCOs supervised by the National Bank of Rwanda (BNR) fall under Law No 017/2021 relating to financial service consumer protection and its implementing regulations. BNR's consumer protection booklet summarises several obligations that map directly onto SMS:
| Obligation | Source | SMS to send |
|---|---|---|
| Notify the consumer of every transaction; for electronic transactions the consumer picks SMS, email or both | Regulation No 55/2022, Article 22 | Transaction alert |
| Give at least 30 days' notice of contract changes, with reasons and start date | Regulation No 55/2022, Article 52 | Contract change notice |
| Acknowledge a complaint within one working day, with a unique tracking code | Regulation No 56/2022 | Complaint acknowledgement |
| Respond within 15 days, with progress updates every 5 days, by the same channel used to complain | Regulation No 56/2022 | Progress and outcome messages |
| Refund within 15 days where fraud is caused by the provider | Regulation No 55/2022, Article 92 | Refund confirmation |
Whether each rule applies to your D-SACCO in exactly this form depends on your licence category, so confirm with BNR. But the pattern is clear: members are entitled to know what happens on their account, and SMS is usually the channel they choose.
The member alerts that matter most
1. Transaction alerts
Every deposit, withdrawal, transfer and loan disbursement should trigger an alert with the amount in RWF, the channel (branch, MTN MoMo, Airtel Money), the new balance and a reference. Members on MoMo want to match the SMS against their wallet history, so name the channel.
Kivu Hills SACCO: RWF 45,000 deposited to acc ****2231 via MTN MoMo 12/03 10:14. Balance RWF 312,500. Ref DP88213. Not you? 0788000000
2. Loan instalment reminders
Send one reminder a few days before the due date and one the day before, with the amount and the MoMo merchant code. After a missed instalment, keep the message factual: the amount overdue, the penalty rule from the contract and a branch number. BNR's rules also restrict how interest and penalties are calculated, so never quote a figure your system has not calculated correctly.
3. Complaint acknowledgement and tracking
When a member complains at a branch, by phone or by SMS, send the tracking code the same day. Then schedule a progress message every five days until the case is closed. If the member complained by SMS, the regulation expects the response by SMS too.
Kivu Hills SACCO: complaint received 04/11. Tracking code CMP-2291. Next update by 09/11, full reply by 19/11. Branch: 0788000000
4. General assembly and member notices
Cooperative governance depends on members turning up. Send notice of the general assembly, the agenda link and a reminder the day before. Many members read Kinyarwanda most easily, so consider a short Kinyarwanda version alongside English or French, written and checked by your own staff.
5. Savings and loan product offers
A new school-fees loan or a savings drive is a commercial communication under RURA's regulation. It needs prior consent, a statement of where the member's number came from, a free opt-out given in two languages, and it must not be sent between 19:00 and 07:00. Keep these on a separate list from service alerts. Our guide to RURA's SMS rules covers each article.
Connecting the core banking system to SMS
A shared core banking system makes it practical to send alerts from one integration rather than from each branch. The simplest pattern is an event hook: when a transaction is posted, the core system calls the eSMS Africa API with the member's number and the alert text.

For monthly statements or AGM notices to every member, use the bulk endpoint with per-member variables such as {{name}} and {{amount}}, or upload a CSV in the dashboard. Delivery reports come back by webhook so the system can flag members whose alerts failed, typically because a number changed. See the HTTP API documentation and our guide to receiving delivery reports.
Practical tips for a district rollout
- Clean numbers first. Normalise every member number to +250 format and flag duplicates shared by family members.
- Record the channel choice. Article 22 lets the member choose SMS, email or both. Store that choice per account.
- Use one sender ID per D-SACCO. Register it once with MTN and Airtel; it takes about three weeks. Generic IDs are rejected.
- Use team roles. Let branch staff send meeting notices to their own branch, but keep promotional campaigns behind an approval step at district level.
- Keep data in Rwanda. Under Law No 058/2021, storage outside Rwanda needs a registration certificate that authorises it, and the SACCO should be registered with the NCSA.
What it costs
At the basic tier, a single-segment SMS to a Rwandan number costs RWF 21 ($0.0142). Higher volumes move to the business and enterprise tiers (RWF 16 and RWF 10). A D-SACCO can estimate monthly cost as members multiplied by average transactions per member, plus reminders and notices. Keeping alerts under 160 characters keeps each one to a single segment. Top up by card or mobile money; there is no monthly minimum. Current rates are on the pricing page.

Frequently asked questions
Can each branch keep its own sender ID?
You can register several sender IDs, but most D-SACCOs are better served by one recognisable name, because members trust a sender they see every time and fraudsters find it harder to imitate. Branch names can go in the message text instead.
Do transaction alerts need consent and an opt-out?
Transaction alerts and loan notices relate to the member's account, which Article 4 of the RURA regulation excludes from its rules on commercial communications. BNR's regulation actually expects them. Product offers are different and need consent and an opt-out.
What if a member shares a phone with family?
Mask the account number, avoid putting loan arrears details in a message that others may read, and let the member choose email or branch collection instead. Ask members to update their number when it changes.
Can members reply to the alerts?
Not on a standard sender ID: A2P routes in Rwanda do not carry replies. If you want members to reply, for example to confirm attendance at the general assembly, ask us about a two-way number.
