Hotels, tour operators and event organisers in Kigali use bulk SMS for booking confirmations, airport pick-ups, trek reminders and delegate updates, because a text reaches every guest, including those whose roaming data is off. Logistics messages like these can go out at any hour; promotions to past guests must stay between 07:00 and 19:00 under RURA's rules and need consent and an opt-out.

Why SMS still matters for Rwandan hospitality
Rwanda has built a visitor economy around nature tourism and conferences. The New Times reported that tourism generated about US$685 million in 2025, with 1.49 million visitors, and that meetings, incentives, conferences and exhibitions (MICE) brought in 165 events and 61,888 delegates. Those visitors arrive with a mix of local SIMs bought at the airport, roaming SIMs and phones with data switched off. Email may sit unread and messaging apps depend on data. SMS is the one channel that reliably reaches all of them.
Typical senders include:
- hotels and serviced apartments in Kigali, and lodges near Volcanoes, Nyungwe, Akagera and Lake Kivu;
- tour operators running gorilla treks, safaris and city tours;
- destination management companies and MICE organisers handling delegates for conferences in Kigali;
- transport companies doing airport transfers and shuttles.
Transactional or promotional? The 7pm rule in practice
RURA's regulation on unsolicited commercial communications bars commercial messages between 19:00 and 07:00 local time (Article 15). Article 4 excludes messages that confirm a transaction, deliver a service the recipient agreed to or notify a change to their booking. That split covers most hospitality messaging neatly:
| Message | Type | Can it go after 19:00? |
|---|---|---|
| Booking confirmation | Confirms a transaction | Yes |
| Driver waiting at arrivals | Delivers the booked service | Yes |
| Trek pick-up time for tomorrow | Delivers the booked service | Yes |
| Delegate shuttle change | Delivers the booked service | Yes |
| Spa discount during the stay | Commercial | No |
| "Come back next year" offer | Commercial | No, and needs consent |
| Sponsor promotion to delegates | Commercial | No, and needs consent |
Promotional messages also need to identify the sender, give contact details, state where you got the number and include a free opt-out in at least two languages used in Rwanda. The full rules are covered in our guide to RURA's 7pm to 7am rule.
One trap for international guests: the rule uses Kigali local time. A promotion to a past guest in London or New York scheduled for their morning may still land inside Rwanda's restricted window if your system schedules by recipient time zone. Keep the Kigali window as your constraint.
Hotels: the booking journey by SMS
Before arrival
Send a confirmation with dates, room type and balance due, then a message 48 hours before arrival with check-in time and the transfer arrangement. Ask at booking for both the guest's home number and, if they have one, a Rwandan number.
Lake Kivu Lodge: booking LK2291 confirmed, 12-15 Nov, Lake View double. Check-in from 2pm. Balance USD 340 on arrival. Help: +250788000000
Airport pick-up
Kigali International Airport is a short drive from most city hotels, and lodges further away often arrange longer road transfers. Send the driver's name, phone number and vehicle before the flight lands, and a second message when the driver is in position.
Lake Kivu Lodge: welcome to Rwanda! Driver Jean +250788000000 is at Arrivals with your name. Silver Toyota RAD 456 B.
During the stay
Service messages, such as a room-ready alert or a change to breakfast hours, are fine at any time. Spa or restaurant offers are promotional: send them only with consent and before 19:00.
After checkout
A feedback link relates to the stay. A return-visit discount is promotional; add the source ("You stayed with us in June") and an opt-out.
Tour operators: treks and early starts
Gorilla trekking in Volcanoes National Park requires a permit and an early start, and guests often travel from Kigali to Musanze the day before. The evening reminder is the most important message you send, and it will usually go out after 19:00. That is allowed because it delivers the booked service.
- Pick-up time and place, in local time.
- What to bring: passport, permit, boots, rain jacket.
- The guide's or driver's number.
- What happens if weather or road conditions change the plan.
Ingagi Tours: gorilla trek tomorrow. Pick-up 5:30am at your hotel. Bring passport, permit, boots, rain jacket. Guide Alice +250788000000
MICE: keeping thousands of delegates on schedule
Large conferences in Kigali bring delegates spread across many hotels, with shuttles, side events and badge collection. SMS works well for time-critical updates because it does not depend on the event app being installed.
Set-up
- Ask for SMS consent and a mobile number at registration, and say what you will use it for.
- Import the delegate list as CSV or Excel with columns for hotel, track and language.
- Create segments per hotel and per track.
- Prepare templates for shuttles, badge collection, room changes and emergencies.
- Use campaign approvals so a second person checks every all-delegate message.
Sample delegate messages
- "Kigali Forum 2026: badge collection today 4pm-8pm at the Convention Centre, Hall A. Bring your passport and QR code."
- "Kigali Forum 2026: shuttle from {hotel} leaves 7:15am, not 7:30am, due to road closures. Info: +250788000000"
- "Kigali Forum 2026: navettes vers le centre de conferences toutes les 20 min des 7h. Info: +250788000000" (French version for francophone delegates)
Sponsor messages are different. A sponsor offer to delegates is commercial: send only to delegates who agreed to sponsor messages, before 19:00 and with an opt-out. Do not reuse a delegate list for unrelated marketing after the event without fresh consent.
Reaching international numbers
eSMS Africa sends to local Rwandan numbers on direct routes to MTN and Airtel, and to international numbers priced per destination. Practical points:
- Store every number in international format (+250, +44, +1 and so on).
- Open each message with your brand name; roaming guests may see an unfamiliar sender.
- Give times in Kigali time and say so if guests may be confused, for example "5:30am Kigali time".
- Avoid accented characters if you want to keep French messages in one 160-character segment.
Pricing
A standard SMS to a Rwandan number costs RWF 21 ($0.0142) at the basic tier, with business and enterprise tiers for higher volumes ($0.0108 and $0.0068). International destinations are priced per country on the pricing page. There is no monthly fee: top up from USD 20 by card, mobile money or crypto.
Sending from your booking system
Most property management and registration systems can call a webhook. The bulk endpoint accepts a list of recipients with per-guest variables, so one call can send each delegate their own shuttle time:

Frequently asked questions
Can a hotel in Rwanda text guests after 7pm?
Yes, for anything that delivers the booked service: confirmations, transfers, room changes and next-day tour times. The 19:00 to 07:00 restriction applies to commercial communications such as offers and newsletters.
Do we need a separate sender ID for each event?
No. An organiser can use one registered sender ID for all its events, with the event name in the text. If an event is big enough to justify its own name, register it about three weeks ahead with MTN and Airtel; generic IDs are rejected.
Can guests reply to our SMS?
Not on a standard sender ID. If you want guests to reply, for example to confirm a pick-up, use a two-way number or include a phone or WhatsApp contact in the message.
What data rules apply to guest numbers?
Guest names, numbers, passport details and travel dates are personal data under Law No 058/2021. Register with the NCSA, collect only what you need and check the rules before storing guest data outside Rwanda.
