Schools in Rwanda can use SMS to send fee reminders and payment receipts, tell parents when national results are out and how to check them, and share term dates, attendance alerts and emergency notices. Messages about a pupil's own account or schooling are service messages; open days and fundraising appeals count as commercial communications under RURA's regulation and need consent, an opt-out and daytime timing. Because most pupils are under 16, Law No 058/2021 expects the parent, not the child, to be the contact whose consent you rely on.

Why SMS still works for Rwandan schools
Parent WhatsApp groups are noisy, expose every parent's number to the whole class and miss families on basic phones. SMS reaches any handset on MTN or Airtel, arrives under the school's own name once the sender ID is registered, and lands on the same phone parents use for MTN MoMo or Airtel Money, which is how many families pay fees. It is also the one channel a head teacher can rely on to reach every family on the same morning, for example when a bus route changes or the school closes early.
The messages schools send most
| Message | Type under RURA | When to send | Notes |
|---|---|---|---|
| Fee balance reminder | Service (account status) | Start of term, a week before the deadline | Show the balance, the payment reference and the deadline |
| Payment received | Service (confirms a transaction) | Immediately after payment is posted | Parents match it against the MoMo or bank record |
| Results are out | Service | On the day NESA releases results | Point to the official channels; do not invent marks |
| Term dates, closing day, visiting day | Service | Two weeks and two days before | Include the time and the gate or venue |
| Absence or late arrival | Service | Same morning | Keep it short and factual |
| Emergency or closure | Service | Immediately | Give a phone number for questions |
| Open day, new intake, fundraising | Commercial | 07:00 to 19:00 only | Needs consent, the data source and an opt-out |
RURA's regulation on unsolicited commercial communications excludes messages whose main purpose is to confirm a transaction or to report a change in the recipient's account or membership status (Article 4). A fee reminder or receipt fits that description. An invitation to enrol a younger sibling does not.
Fee reminders and receipts
A good fee message answers three questions: how much, how to pay and by when. Use the pupil's name or admission number so parents with several children know which account is meant, and quote the school's MoMo merchant code or bank account exactly as the bursar publishes it.
Kivu Ridge Academy: {{name}} Term 2 balance is RWF {{balance}}. Pay by MoMo code {{code}}, ref {{admno}}, by {{date}}. Info: 0788000000
Kivu Ridge Academy: received RWF {{amount}} for {{name}} on {{date}}. New balance RWF {{balance}}. Murakoze.
Two practical points. First, send the receipt from your finance system the moment the payment is posted, not in a weekly batch: parents who pay by MoMo expect confirmation the same day. Second, keep arrears messages neutral. A parent may share the phone with relatives, so state the balance, never threaten exclusion by SMS, and invite the parent to call the bursar.
Results day: point parents to the official channels
National examination results for primary leaving, ordinary level and advanced level are released by the National Examination and School Inspection Authority (NESA) with the Ministry of Education. Candidates can check results on the NESA results portal or by SMS: the usual method is to send the full index number to 8888, and in some years NESA has asked for the index number and the national ID number together. Because the format changes, quote the instructions NESA issues on the day rather than last year's.
A school's job on results day is to tell parents that results are out, explain how to check, and invite them to collect the school report or meet a teacher. Do not send your own version of a candidate's national marks unless you have received them officially, and never use NESA's name or logo in your sender ID.
Kivu Ridge Academy: S3 national results are out today. Check on the NESA website or by SMS to 8888 as NESA instructs. Reports at school from {{date}}.
Term notices, attendance and emergencies
Schedule term-date messages two weeks ahead and send a short reminder two days before. For boarding schools, the closing-day message should give the pick-up time, the gate and whether pupils can travel alone. Attendance alerts work best when they are automatic: if the register shows a pupil absent by 09:00, the system sends one message to the primary guardian.
Kivu Ridge Academy: {{name}} was marked absent today {{date}}. If this is unexpected please call the school on 0788000000.
Emergency notices (an early closure, a disease outbreak notice from health authorities, a road closure on the bus route) should go to every guardian, not only the primary contact, and should be approved by the head teacher before sending.
Pupils' data: what Law 058/2021 means for schools
Rwanda's Law No 058/2021 on the protection of personal data and privacy applies to the parent and pupil records a school keeps. The points that matter most for SMS are these, as summarised by DLA Piper:
- Children under 16 (Article 9). Processing a child's personal data needs the consent of the person with parental responsibility, given in the child's interest. In practice, collect the parent's consent to SMS contact on the admission form and send messages to the parent's number, not the pupil's.
- Sensitive data (Article 3). Health status and medical records are sensitive data. Do not put a pupil's illness, disability or medical details in an SMS; say "please call the school nurse" instead.
- Right to object to direct marketing (Article 19). A parent can refuse open-day and fundraising messages while still receiving fee and safety messages. Keep the two lists separate.
- Registration and storage (Articles 29 to 31 and 50). Data controllers register with the National Cyber Security Authority (NCSA), and personal data is to be stored in Rwanda unless the registration certificate authorises storage abroad. Ask any SMS or school-management provider where your data sits.
- Breaches (Article 43). A controller must notify the NCSA within 48 hours of becoming aware of a breach. A leaked parent list counts.

Open days and fundraising: the commercial rules
When a message promotes something, RURA's rules apply in full. Article 7 requires the message to identify who sent it and to state the source of the recipient's data; Articles 9 to 12 require a free opt-out using words such as stop, end or cancel, honoured within 24 hours and confirmed; and Article 15 bans commercial communications between 19:00 and 07:00 local time unless the recipient explicitly agreed. Standard A2P sender IDs in Rwanda cannot receive replies, so give an opt-out link or a phone number rather than "reply STOP". See handling STOP in Rwanda without replies.

Languages and message length
Most families read Kinyarwanda first, and many schools also use English or French. Kinyarwanda is written with the basic Latin alphabet, so it fits the GSM-7 character set and 160 characters per SMS. French accents such as é and è are in GSM-7, but ê, ô and ç are not, and a single one switches the message to Unicode, where the limit drops to 70 characters. Avoid curly quotes pasted from word processors for the same reason. Have Kinyarwanda templates written and checked by your own staff; a simple "Murakoze" (thank you) at the end is a good start.
Setting it up
- Register the school's sender ID with MTN and Airtel (up to 11 characters, close to the school's real name; generic names are rejected). It takes about three weeks; you can test on the eSMS default sender meanwhile. See sender ID registration in Rwanda.
- Export guardians from your school-management system to CSV or Excel with columns for name, admission number, class and balance, and import them into the eSMS dashboard.
- Create templates with merge fields such as
{{name}}and{{balance}}, and schedule them by class or term. - Give the bursar and class teachers their own roles, and put promotional campaigns behind an approval step for the head teacher.
- Connect the finance system to the API so receipts go out automatically.

Delivery reports arrive by webhook and in the dashboard, so the office can see which parents did not receive a message, usually because a number has changed. Details are in the HTTP API documentation and our guide to receiving delivery reports.
What it costs
A one-segment SMS to a Rwandan number costs RWF 21 ($0.0142) at the basic tier, falling to RWF 16 and RWF 10 at higher volumes. To budget a term, multiply the number of guardians by the messages you plan to send each, and keep each message under 160 characters so it stays one segment. Sender ID registration in Rwanda is a one-time USD 100 covering MTN and Airtel. Top up by card or mobile money with no monthly fee. Live rates are on the pricing page.
Checklist before the first send
- Admission form records the parent's consent to SMS and the preferred language.
- Numbers normalised to +250 format; duplicates for siblings merged.
- Service list (fees, results, safety) kept separate from the promotional list.
- Promotional templates state the data source and an opt-out that works without replies.
- No health details or arrears threats in any template.
- Promotions scheduled between 07:00 and 19:00.
- Data storage location confirmed and NCSA registration in hand.
Frequently asked questions
Can we send national exam results to parents by SMS?
You can tell parents that results are out and how to check them through NESA's portal or its SMS service on 8888. Only send individual marks if you have received them through official channels, and send them to the parent, not to a list.
Do fee reminders need an opt-out?
Fee reminders and receipts relate to the pupil's account, which RURA's Article 4 excludes from the commercial-communication rules. Fundraising, open days and adverts for holiday programmes are commercial and need consent and an opt-out.
Can parents reply to our messages?
Not on a standard sender ID, because A2P routes in Rwanda do not carry replies. If you want parents to confirm attendance at a meeting, ask us about a two-way number, which is available in Rwanda on request.
Can teachers send messages from their own phones instead?
They can, but the school then loses the record of what was sent, parents see a personal number they may not trust, and teachers' phones hold a copy of the parent list. A central account with team roles keeps the list in one place.
