Banks, microfinance lenders and savings and credit co-operatives in Zambia use SMS for transaction alerts, loan instalment reminders, fraud warnings, complaint acknowledgements and notices of members' meetings. Banks answer to the Bank of Zambia (BoZ); co-operatives are registered by the Registrar of Co-operatives under the Co-operative Societies Act, 1998. Both handle personal data under the Data Protection Act, 2021, and any promotional message should follow ZICTA's daytime and opt-out directive as a safe default.

The boundary between BoZ and the Registrar for a particular savings group depends on its licence and whether it takes deposits from the public. If you are not sure which regime applies to you, ask the regulator before you design member communications.

Banks: the alerts customers expect

Zambian customers are used to instant SMS from Airtel Money, MTN MoMo and Zamtel Kwacha. A bank alert that arrives an hour later, or from an unknown number, looks suspicious by comparison. The core set is:

  • Debit and credit alerts for every account movement, with the channel (branch, ATM, card, mobile banking, wallet transfer), the amount in ZMW, the available balance and a reference.
  • Card alerts for purchases and declined transactions, especially online and cross-border ones.
  • Security alerts for new device logins, PIN resets and changes to the registered phone number. These are the messages that stop fraud early.
  • Loan reminders before each instalment and a factual notice after a missed one.
  • Rate or fee change notices sent before the change takes effect, with a link to the full notice.
  • Complaint acknowledgements with a reference number and the expected response time.

BoZ issued the Customer Complaints Handling and Resolution Directives in 2020 (Gazette Notice No. 370 of 2020) under the Banking and Financial Services Act. They set standards for how regulated institutions record, acknowledge and resolve complaints. An SMS with a reference number is a cheap way to prove a complaint was logged and to keep the customer informed while it is resolved; check the directive for the timelines that apply to your institution.

Co-operatives: what the Act asks of you

The Co-operative Societies Act, 1998 (Act No. 20 of 1998) covers registration, members' rights, boards and meetings, and has a Part dedicated to savings and credit co-operative societies (credit unions), including loan limits, interest and cash reserves. Two provisions are directly relevant to communications:

  • Your registered name must appear on notices. The Act requires a society to show its registered name on all notices, advertisements and official publications. Start every SMS with the society's name, which is also what networks expect when they approve your sender ID.
  • Special resolutions need written notice. The Act defines a special resolution as one passed by a three-quarters majority at a meeting for which at least twenty-one clear days' written notice was given. Whether an SMS counts as written notice depends on your by-laws, so treat SMS as a reminder alongside the formal notice unless your by-laws say otherwise.

Section numbers differ between the 1998 Act and the revised Chapter 397 edition, and the law may have been amended, so check the current text with the Registrar before you rely on a specific provision.

Sender IDs in Zambia

Zambian networks expect alphanumeric sender IDs to be registered before use. Published operator guidelines report that numeric sender IDs are not supported on MTN, Airtel or Zamtel, that registration takes about three weeks and that generic IDs such as INFO or VERIFY should be avoided. If an unregistered ID is used, messages may arrive from a number instead of your name, which customers of a bank find alarming. Register one ID per institution (for example LUNSEMFWA) and keep the brand name at the start of the text. Our fee for sender ID registration in Zambia is a one-time USD 100 covering all networks. See sender ID registration in Zambia and our explainer on MTN Zambia whitelisting.

Promotions: loans, savings drives and new products

A message offering a new loan product or a savings promotion is marketing. ZICTA directed MTN, Airtel and Zamtel in 2011 to stop promotional SMS between 20:00 and 07:00, to limit promotions to one per day, and to give subscribers an opt-in or opt-out option with each promotion. How strictly that directive is enforced today is unclear, but it is the safest standard to follow. The Data Protection Act, 2021 adds consent and the right to object. Keep transaction alerts on one list and marketing on another, so an opt-out from offers never stops a fraud alert.

Member and customer data

Account holders' and members' details are personal data under the Data Protection Act No. 3 of 2021. Register with the Office of the Data Protection Commissioner if you are required to, limit who can export member lists, mask account numbers in messages, and do not put arrears details in an SMS to a number you have not verified. Our guide to Zambia's Data Protection Commissioner explains registration.

Connecting a core banking or co-operative system

Most banks and larger credit unions trigger alerts from the core system: when a transaction posts, it calls the API with the customer's number and the alert text. Smaller co-operatives often export a member list once a month and send statements and meeting notices from the dashboard instead.

  "sender_id": "CHONGWECU"
}

Delivery reports come back by webhook, so the system can flag members whose numbers no longer work. For high-volume banks, SMPP 3.4 binds are also available; see our SMPP integration guide and the HTTP API documentation.

Costs

A one-segment SMS to a Zambian number costs ZMW 0.2104 ($0.0104) at the basic tier, with ZMW 0.1942 and ZMW 0.18 at higher volumes. Estimate a month as customers multiplied by average transactions, plus reminders and notices. Keep alerts under 160 characters to stay at one segment. Top up by card, Airtel Money or MTN MoMo; there is no monthly fee. Live rates are on the pricing page.

Checklist

  • Regulator confirmed: BoZ, the Registrar of Co-operatives, or both.
  • Sender ID registered on MTN, Airtel and Zamtel; institution name at the start of every message.
  • Account numbers masked; no arrears details sent to unverified numbers.
  • Complaint acknowledgement with a reference wired into the ticketing system.
  • Meeting notices sent in line with the by-laws, with SMS as a reminder where it is not formal notice.
  • Promotions on a separate list, sent 07:00 to 20:00, at most one a day, with an opt-out.
  • Data Protection Commissioner registration checked.

Frequently asked questions

Is an SMS valid notice of a co-operative general meeting?

It depends on your by-laws. The Act asks for written notice of meetings that pass special resolutions. Use SMS as a reminder alongside the formal notice unless your by-laws expressly allow electronic notice.

Can transaction alerts go out at night?

Yes. ZICTA's 2011 directive concerns promotional SMS. Alerts, OTPs and fraud warnings are transactional and should go out immediately at any hour.

Should each branch have its own sender ID?

Usually not. One recognisable name is harder for fraudsters to imitate and easier for customers to trust. Put the branch name in the message text.

Can members reply to our messages?

Not on a standard sender ID. If you want members to reply, for example to confirm attendance or check a balance by keyword, eSMS two-way short codes can be ordered online for Zambia, and inbound messages arrive by webhook.
